NVIDIA is prepping a special version of the GeForce RTX 4090 (“D”) for the Chinese market to get around U.S. export restrictions, and while the GPU is expected to have a lower TPP to comply with regulations, some of the specifications of this so-called “Dragon” edition will actually be higher than the standard model.
This is according to the MEGAsizeGPU account, which shared specs for the GeForce RTX 4090D today, noting a base clock of 2,280 MHz and a boost clock of 2,520 MHz for the variant GPU.
As noted by the insider, that would make the base clock of the GeForce RTX 4090D higher than the one for the GeForce RTX 4090, which is listed as being 2.23 GHz by NVIDIA:

MEGAsizeGPU has also reported that the GeForce RTX 4090D will feature the AD102-250, a lesser version of the GPU that will feature less CUDA cores, although the count for that hasn’t been leaked yet. (The GeForce RTX 4090 features 16,384 CUDA cores.)

Per initial reports, the NVIDIA GeForce RTX 4090 D will be offered by AIC partners in China at prices similar to the standard version, which starts at $1,599 US (12,999 RMB).
