Conclusion
In our review today we had a chance to evaluate the ASRock Radeon RX 7600 XT Steel Legend 16GB OC. We compared this video card to two other custom factory overclocked cards, the GIGABYTE Radeon RX 7600 Gaming OC and the GIGABYTE GeForce RTX 4060 OC Low Profile. We tested at 1080p and 1440p. We looked also at ray tracing in 1080p. We overclocked the ASRock Radeon RX 7600 XT Steel Legend 16GB OC. These comparison video cards were chosen based on price and gaming tier.
Performance
As we have seen in most of our recent reviews, the plain raster performance seems to be dominated by the Radeon RX video cards. In this review, that statement does hold true mostly, but more often than not it is more game-dependent and also resolution-dependent. Overall the results were not separated by more than a few FPS each time excepting a couple of outliers.
In plain raster, every game was playable at 1080p without upscaling for the ASRock Radeon RX 7600 XT Steel Legend 16GB OC. When upscaling was enabled the framerates were very fast, with several games over 100FPS. The GIGABYTE Radeon RX 7600 Gaming OC and the GIGABYTE GeForce RTX 4060 OC Low Profile were playable in 5 of 6 games without upscaling. The top card in raster at 1080p was the ASRock Radeon RX 7600 XT Steel Legend 16GB OC, however, the margin was generally 1 or 2FPS, unless upscaled. Still, even then the margins were small.  The outliers here were Forsaken and Chernobylite Enhanced Edition, where the GIGABYTE Radeon RX 7600 Gaming OC has obvious issues and grossly skews statistical calculations.
In 1440p gaming things were a little more challenging. Essentially 5 of 6 games were playable with upscaling. Each of our cards tested was the fastest in at least one game. Most of the games saw 1FPS separation or a draw without upscaling. Forspoken was the lone game where only the ASRock Radeon RX 7600 XT Steel Legend 16GB OC was capable with upscaling enabled.
With ray tracing enabled all the cards struggled at some point. The GIGABYTE GeForce RTX 4060 OC Low Profile was the strongest card in this category. This is no mystery as the RTX cards are more experienced in ray tracing at this point. There were only two games where all three cards were playable and only using upscaling. Taking a closer look at the ASRock Radeon RX 7600 XT Steel Legend 16GB OC performance here, it did reach playable FPS in three of six games using FSR. When compared to the GIGABYTE Radeon RX 7600 Gaming OC the ASRock RX 7600 XT Steel Legend performed just marginally better each time in the range of 4%.
From the overall performance perspective, the takeaway here seems consistent with all our current reviews. The Radeon RX generally is the better performer in raster only and the GeForce RTX is the better choice in Ray Tracing. At this level of gaming, the results are very close, however, and much more game-dependent. All in all, there is very little separation between the ASRock Radeon RX 7600 XT Steel Legend 16GB OC and the GIGABYTE Radeon RX 7600 Gaming OC. Let’s see what overclocking can do.
Overclocking
Overclocking the ASRock Radeon RX 7600 XT Steel Legend 16GB OC was very easy. As discussed, the AMD Adrenalin software allowed us the best result. The ASRock Tweak 2.0 was a little lacking in instruction and results were slower than the Adrenalin software. The card was rock stable at the indicated settings and the cooling system worked very well on automatic. The fans were never audible.
In our testing, if you overclock the ASRock Radeon RX 7600 XT Steel Legend 16GB OC as we have done, it will be the fastest video card of the group in both raster performances 5 out of 6 games, and in ray tracing playable in 4 of 6 games. Overall this will compute to an average of 7-10% better performance over the default settings and an average 10% improvement over the GIGABYTE Radeon RX 7600 Gaming OC. These results are quite better than what we have seen lately in other reviews. Yes, it is very easy to see that many times this translates only to a few FPS at best and upscaling will still be required more often than not.
Simply put, you will greatly improve on your investment if you take a few minutes and overclock this video card. The performance gains are well worth it, it’s very easy and the card remains stable and cool throughout.
Final Points
This review evaluates the newest release from ASRock, the ASRock Radeon RX 7600 XT Steel Legend 16GB OC. This video card has an interesting white and gray aesthetic and clear RGB fans. It looks and feels well-built. It is very quiet and cool even when robustly overclocked. When overclocked we see improved performance over the GIGABYTE Radeon RX 7600 Gaming OC and GIGABYTE GeForce RTX 4060 OC Low Profile. This card does struggle in Ray Tracing capability, however. The performance does vary when compared to the Radeon RX 7600. 
The performance-to-cost margin may not be wide enough for some buyers despite the extra VRAM included on the ASRock Radeon RX 7600 XT Steel Legend 16GB OC. The future may hold games that will leverage more VRAM and that is the distinction with this card. That may give it more utility. All in all, this is a sound video card in this price and performance tier and it has distinct good looks. It overclocks well. The ASRock Radeon RX 7600 XT Steel Legend 16GB OC is certainly worth consideration.
